How to appeal a Smart Parking parking charge

Your three steps

  1. Appeal to Smart Parking within 28 days through its appeal page. Select the reason and attach your evidence. Save the confirmation. Smart Parking form
  2. If rejected, appeal to IAS by the deadline in your rejection letter. Send your grounds and evidence together. Historical POPLA figures do not change this route. IAS instructions
  3. Keep a cancellation confirmation. If the charge is upheld, check the payment deadline. Respond to any later court claim. Court guidance

Smart Parking asks for different evidence for customer visits, machine faults and validation-device failures. Its historical POPLA figures below are not IAS outcomes or the route for a new charge. Smart Parking evidence requirements

Grounds to check against your notice

Use the points that match what happened and attach evidence. These are grounds to investigate, not a promise that an appeal will be accepted.

You were a customer at the site

Send a timed store receipt or a redacted bank transaction. Smart Parking specifically invites this evidence when reviewing a customer appeal; being a customer does not ensure cancellation. Smart Parking customer evidence

The payment or validation device failed

Photograph or film the faulty machine or tablet, or save an app error. Explain whether another payment method worked and why your visit was not registered. Smart Parking device-fault evidence

A breakdown prevented compliance

Attach the breakdown report and a timeline showing why you could not move the vehicle. Smart Parking lists breakdown evidence in its appeal guidance. Smart Parking breakdown evidence

Two visits were recorded as one

If the camera allegation spans separate visits, supply evidence of the journey between them and ask for all ANPR records. Show the missing departure and return, rather than only saying the duration is wrong. Single Code, camera evidence

Evidence to collect before you appeal

  • Charge, camera images and a visit-by-visit timeline.
  • Store receipt or redacted bank transaction with date and amount.
  • Photo or video of a faulty tablet or machine, or an app error.
  • Payment record, registration entered and any breakdown report.

Historical POPLA outcomes (your current route is IAS)

Smart Parking · 2024/25 · 5,702 assessor decisions.

Assessor decisions in the driver's favour

39.8%

Allowed appeals divided by allowed plus refused appeals. Withdrawals are excluded.

2,268 allowed / 5,702 decided.

Favourable outcomes: upper bound

≤ 51.0%

Allowed appeals plus all not-contested cases, divided by decided plus not-contested cases. This is a ceiling, not the measured favourable share: some withdrawals are by drivers, not operators.

(2,268 allowed + 1,309 combined withdrawals) / 7,011 completed.

The appendix does not split operator and driver withdrawals for each operator. The exact share including only operator withdrawals cannot be calculated. Do not treat all not-contested cases as cancellations or apply the service-wide withdrawal split to an operator.

These are historical POPLA second-stage cases, not first-stage appeal outcomes or a forecast for your charge. Read the current route above; a change of association does not turn POPLA figures into IAS figures.

What happens if you ignore it?

Ignoring a private charge can cost you the appeal deadline and early-payment discount. The operator may pursue the debt, including through court. A debt collection letter is not itself a court judgment. If a claim arrives, respond by the deadline: failure to respond can lead to a judgment. A judgment normally stays on the register for six years, but paying it in full within one month removes it. GOV.UK: county court judgments

Questions drivers ask

Is Smart Parking's second appeal POPLA or IAS?

Our October 2026 route audit records Smart Parking as IPC with IAS. Follow your rejection letter for the route applying to the charge. The POPLA statistics here describe older cases. Source

What should I send for a broken Smart Parking tablet?

Smart Parking asks for a photograph or video of the validation device not working. Add the location, time and any receipt showing your visit. Source

Will a store receipt always cancel a Smart Parking charge?

No. Smart Parking says receipts help it review the evidence but do not ensure a successful appeal. Explain the alleged breach as well as proving the purchase. Source
